लखनऊ। 2017 से पहले बेसिक शिक्षा स्कूलों में बच्चे आने से डरते थे, लोगों में उत्साह नहीं था। स्कूलों में पेड़ों की जगह झाड़ियां जमा रहती थीं। आज उन्हीं विद्यालयों में विद्यार्थियों की संख्या बढ़ती हुई दिखाई देती है। स्कूलों की दीवारों पर बच्चों की रचनात्मक अभिव्यक्ति पेंटिंग के रूप में दिखाई देती है। आज अभिभावक अपने बच्चे को स्कूल भेजना चाहता है। उसके मन में जिज्ञासा पैदा हुई है। विगत 6 वर्षों में 55 से 60 लाख अतिरिक्त बच्चे बेसिक शिक्षा परिषद के स्कूलों में आए हैं। आज बेसिक स्कूलों में पढ़ने वाले छात्रों की संख्या 1 करोड़ 91 लाख को पार कर चुकी है। जब इस संख्या को देखता हूं तो सोचता हूं कि कई देशों की आबादी इतनी नहीं है। विगत 6 वर्षों में उत्तर प्रदेश में समग्र विकास की भावना को साकार करते हुए क्रांतिकारी परिवर्तन लाने का प्रयास किया गया है। यह बातें सीएम योगी आदित्यनाथ ने बुधवार को शिक्षा सत्र 2023-24 में बेसिक शिक्षा परिषद के विद्यालयों में अध्ययनरत छात्र-छात्राओं को ड्रेस, स्वेटर, स्कूल बैग, जूता-मोजा एवं स्टेशनरी की खरीद के लिए प्रति छात्र-छात्रा 1200 रुपए की धनराशि उनके माता-पिता के बैंक खाते में डीबीटी के माध्यम से जारी करते हुए कहीं। खास बात ये रही कि प्रदेश सरकार के आधिकारिक यूट्यूब चैनल पर 12 हजार से अधिक लोगों ने पूरे प्रदेश में इस कार्यक्रम को लाइव देखा, जबकि अन्य का जिक्र करते हुए कहा कि उत्तर प्रदेश को गरीबी से मुक्त करने के जिस लक्ष्य को प्राप्त करने में सफलता प्राप्त की गई है, वह बड़ी उपलब्धि है। उत्तर प्रदेश में जो लोग गरीबी से मुक्त हुए हैं वो सक्षम हुए हैं। नीति आयोग ने जो पैरामीटर तय किए थे, उसमें सबसे पहला पैरामीटर शिक्षा ही था। शिक्षा के क्षेत्र में आमूलचूल परिवर्तन की दिशा में कदम बढ़ाए गए हैं और आने वाले 5-10 साल में इसके सकारात्मक परिणाम आएंगे। इसके लिए उन सभी शिक्षकों व गुरुजनों का आभार है जिन्होंने आगे आकर इसे नेतृत्व दिया, आज उसके परिणाम सबको देखने को मिल रहे हैं। शिक्षा के क्षेत्र में खासतौर पर आकांक्षात्मक जिलों में काफी परिवर्तन देखने को मिला है। इसके लिए वे सभी विभाग जिन्होंने इसे मिशन बनाकर अपना योगदान दिया है वो धन्यवाद के पात्र हैं। डीबीटी के माध्यम से जारी की गई राशि की निगरानी करें शिक्षक सीएम योगी ने कहा कि डीबीटी के माध्यम से जो पैसा यूनिफॉर्म, जूते-मोजे और स्टेशनरी के लिए भेजा गया है, उसमें हमारे शिक्षकों की भी जिम्मेदारी है कि वो सुनिश्चित करें कि बच्चे नियमित रूप से यूनिफॉर्म में स्कूल आएं। उम्मीद की जाती है कि हर शिक्षक बच्चे के लिए यूनिफॉर्म बनवाने को अभिभावक के साथ बैठक कर चर्चा करेगा, ताकि समयसीमा में बच्चे यूनिफॉर्म, किताबें, जूते-मोजे पा सकें। दो-तीन वर्ष पहले तक यह शिकायत आती थी कि यूनिफॉर्म नहीं मिल पा रहा, बुक्स नहीं मिल पा रही है। आज पैसा अभिभावक के खाते में जा रहा है, जो पारदर्शिता का नमूना है। इसकी मॉनीटरिंग विद्यालय स्तर पर प्रधानाचार्य के माध्यम से, शिक्षकों के माध्यम से होनी चाहिए। अभिभावकों के साथ जब संवाद होगा तो समस्या के समाधान के साथ सही आंकड़े भी हमारे पास आ पाएंगे कि वास्तव में कितने बच्चे बेसिक शिक्षा परिषद के स्कूलों में अध्ययन कर रहे हैं। इसी तरह हमारी जिम्मेदारी बनती है कि जो बच्चे आधे में स्कूल छोड़ देते हैं इसके लिए अभिभावकों से बातचीत की जाए। ये बच्चे पढ़ लिख जाएंगे तो सकारात्मक योगदान दे पाएंगे। 6 वर्ष में की गईं 1.64 लाख शिक्षकों की भर्ती सीएम योगी ने कहा कि 2017 के पहले की स्थिति क्या थी, शिक्षकों की भारी कमी थी। मुझे आश्चर्य होता है कि कुछ लोग इस बात की चर्चा करते हैं कि 5 वर्ष से शिक्षकों की भर्ती नहीं हुई। पिछले 6 वर्ष में एक लाख 64 हजार शिक्षकों की भर्ती बेसिक और माध्यमिक शिक्षा परिषद में हुई है। जो लोग रिटायर हो रहे हैं,जहां अतिरिक्त शिक्षकों की आवश्यकता होती है, वहां पर निरंतर इस प्रक्रिया को आगे बढ़ाया जा रहा है। इसी के लिए प्रदेश के अंदर एक शिक्षा आयोग बनाने की प्रक्रिया वर्तमान में प्रचलित है और बहुत जल्द हम इसका गठन करने जा रहे हैं। इसके साथ ही समय समय पर शिक्षकों के रिफ्रेशर कोर्स चलाने चाहिए। शिक्षक यदि अपडेट होगा तो वो पूरी पीढ़ी को अपडेट कर देगा। हमारा प्रयास होना चाहिए कि डायट खाली न हो, योग्य शिक्षक जाएं। उन्हें अतिरिक्त सुविधाएं दीजिए। शिक्षकों को और पारंगत करने के लिए वहां जो भी गैप है उसे पूरा करना होगा। आज जो किताबें यहां विमोचित हुई हैं, वो हर विद्यालय में उपलब्ध कराई जाएं और शिक्षक भी उसे अवश्य पढ़ें। सीएसआर की राशि से मजबूत होगी प्रदेश की नींव सीएम योगी ने उन संस्थानों का धन्यवाद किया जिन्होंने सीएसआर के मद में बेसिक शिक्षा परिषद के ऑपरेशन कायाकल्प को आगे बढ़ाने में योगदान दिया है। ऐसे 6 संस्थानों को उन्होंने सम्मानित भी किया। उन्होंने कहा कि इन संस्थानों के साथ-साथ अनेक समाज से जुड़े लोगों ने भी रुचि लेकर लखनऊ। मुख्यमंत्री योगी आदित्यनाथ ने कहा कि प्रदेश में प्रधानमंत्री और मुख्यमंत्री इंटर्नशिप प्रोग्राम चल रहे हैं। पीएम और सीएम इंटर्नशिप प्रोग्राम के माध्यम से हम साढ़े सात लाख युवाओं को नौकरी देंगे। इसके लिए हमारे उद्यमियों को आगे आना होगा। उन्होंने कहा कि एमएसएमई विभाग पूर्वांचल, बुंदेलखंड और गंगा एक्सप्रेस-वे पर जमीन चिन्हित कर एमएसएमई क्लस्टर विकसित करें। साथ ही लखनऊ, वाराणसी और आगरा में यूनिटी मॉल बनाने की कार्रवाई को आगे बढ़ाएं। वहां पर अच्छे गेस्ट हाउस और हॉस्टल बनाया जाए। एमएसएमई सेक्टर के उद्यमियों को उनकी आवश्यकता के अनुसार सुविधा उपलब्ध कराई जाए। सीएम ने कहा- पूर्वांचल, बुंदेलखंड और गंगा एक्सप्रेस-वे पर विकसित करें एमएसएमई क्लस्टर सीएम योगी ने अंतर्राष्ट्रीय एमएसएमई दिवस-2023 के अवसर पर क्षेत्र के समग्र विकास हेतु बैंकों द्वारा 20 हजार करोड़ रुपए के ऋण वितरण कार्यक्रम में प्रतिभाग किया कार्यक्रम में 3 लाख 41 हजार एमएसएमई उद्यमियों को एक साथ वितरित किया गया ऋण सीएम योगी ने कहा- लखनऊ, वाराणसी और आगरा में बनाएं यूनिटी मॉल बोले सीएम योगी- देश के अंदर ब्रांड बन चुकी है ओडीओपी योजना करोड़ों लोगों के जीवन का आधार हैं प्रदेश की एमएसएमई इकाइयां: सीएम योगी सीएम योगी ने मंगलवार को अंतर्राष्ट्रीय एमएसएमई दिवस-2023 के अवसर पर लोकभवन में आयोजित एमएसएमई क्षेत्र के समग्र विकास हेतु बैंकों द्वारा 20 हजार करोड़ रुपए के ऋण वितरण कार्यक्रम में प्रतिभाग किया। इस दौरान उन्होंने कहा कि तीन महीने के अंदर पहले चरण के तहत राजधानी के अवध शिल्पग्राम में यूनिटी मॉल प्रारंभ हो जाए तो बेहतर रहेगा। सीएम योगी ने कहा कि ऋण वितरण कार्यक्रम कार्यक्रम के तहत आज प्रदेश के 3 लाख 41 हजार एमएसएमई उद्यमियों को एक साथ ऋण वितरित किया जा रहा है। यह सेक्टर कृषि के बाद सर्वाधिक रोजगार उपलब्ध कराने वाला है। एमएसएमई सेक्टर के उद्यमियों ने इस सेक्टर में नई जान फूंककर उत्तर प्रदेश को नई पहचान दी है। सीएम योगी ने कहा कि एक समय ऐसा था कि यूपी का एमएसएमई सेक्टर दम तोड़ रहा था। सरकार की तरफ से सहयोग न मिलने से इस सेक्टर के उद्यमी हताश और निराश हो चुके थे। वहीं विगत छह वर्ष में प्रधानमंत्री नरेन्द्र मोदी की प्रेरणा से हमारी सरकार ने लगभग 96 लाख एमएसएमई इकाइयां चल रही हैं। ये इकाइयां करोड़ों लोगों के जीवन का आधार हैं। उत्तर प्रदेश देश का पहला राज्य है जिसने एमएसएमई सेक्टर को जीवित रखने के लिए एक जिला एक उत्पाद (ओडीओपी) की योजना चलाई, जो देश के अंदर एक ब्रांड बन चुकी है। आज देश में जब भी एमएसएमई और ओडीओपी की बात होती है तो लोगों की जुबान पर सबसे पहले उत्तर प्रदेश का नाम आता है। 52 उत्पादों का जीआई टैग प्राप्त करने वाला यूपी देश का अग्रणी राज्य 52 उत्पादों के लिए जीआई टैग प्राप्त करने वाला उत्तर प्रदेश देश के अग्रणी राज्यों में है। अकेले वाराणसी के 23 उत्पादों को जीआई टैग मिल चुका है। हमारे पास 75 जनपद हैं, आने वाले समय उत्तर प्रदेश के कई अन्य उत्पादों को जीआई टैग मिलेगा। वो दिन दूर नहीं है जब उत्तर प्रदेश के परंपरागत उत्पादों का डंका देश और दुनिया में बजेगा। बायोगैस प्लांट और ऊनी धागा उत्पादन केन्द्र का हुआ लोकार्पण कार्यक्रम में सीएम योगी ने प्रयागराज के ग्राम मंदर देह माफी (मंदरी) भगवत में गोबर बायोगैस प्लांट और ग्राम गांजा में ऊनी धागा उत्पादन केन्द्र का लोकार्पण किया। साथ ही उन्होंने एमएसएमई के 14 उद्यमियों को राज्य सरकार की विभिन्न योजनाओं के अंतर्गत अनुदान राशि वितरित की। इसके अलावा कार्यक्रम में उत्तर प्रदेश शासन और भारतीय पैकेजिंग संस्थान (आईआईपी) के बीच एमओयू का आदान प्रदान किया गया। जीआई टैग से संबद्ध हुए उद्यमियों को मिला प्रमाण पत्र सीएम योगी ने जीआई टैग से संबद्ध हुए 11 ओडीओपी उद्यमियों को प्रमाण पत्र वितरित किये। इनमें अमरोहा की ढोलक, अलीगढ़ का ताला, बागपत के होम फार्निशिंग, बांदा के शजर पत्थर, बाराबंकी के हैंडलूम, बिजनौर के नगीना गुड क्राफ्ट, जालौन के काल्पी हैंडमेड पेपर, महोबा के गोरा पत्थर, मैनपुरी की तारकशी, संभल के हॉर्न क्राफ्ट और संतकबीर नगर के बखिरा मेटल प्रोडक्ट के उद्यमी शामिल रहे। कार्यक्रम में सूक्ष्म, लघु और मध्यम उद्यम, खादी एवं ग्रामोद्योग, रेशम उद्योग, हथकरघा एवं वस्त्र उद्योग के मंत्री राकेश सचान भारत सरकार के वाणिज्य मंत्रालय के संयुक्त सचिव अमिताभ कुमार, मुख्य सचिव दुर्गा शंकर मिश्र, जीआई विशेषज्ञ पद्मश्री रजनीकांत सहित अन्य अधिकारी एवं एमएसएमई विभाग के कर्मचारी मौजूद रहे।

लखनऊ | राजधानी लखनऊ के होटल लेवाना में सोमवार सुबह भीषण आग लग गई. इस हादसे में अब तक चार लोगों की मौत हो चुकी है. वहीं 9 घायल लोगों का इलाज सिविल अस्पताल के बर्न यूनिट में चल रहा है. कई लोगों के होटल के अंदर फंसे होने की आशंका जताई जा रही है. होटल में आग से इलाके में हड़कंप मच गया. दमकल की कई गाड़ियां मौके पर पहुंचकर आग पर काबू पाने की कोशिश में जुटी हैं. यह होटल शहर के वीआईपी इलाके हजरतगंज में स्थित है. होटल के बाहर एक प्रत्यक्षदर्शी ने कहा कि अंदर अभी भी 20 से अधिक लोगों के फंसे होने की आशंका है. फायर ब्रिगेड की 15-20 गाड़ियां मौके पर आग बुझाने के काम में लगी हुई हैं. अभी यह पता नहीं चल पाया है कि आग कैसे लगी. बताया जा रहा है कि हादसे की जानकारी मिलते ही पुलिस और जिले के वरिष्ठ अधिकारी मौके पर पहुंच गए हैं. दमकल की टीमें आग पर काबू पाने की कोशिशों में लगी हैं. आग लगने के कारणों का फिलहाल पता नहीं चल सका है. शुरुआती तौर पर शॉर्ट सर्किट को आग लगने की वजह बताई जा रही है. मामले में आगे की जांच जारी है. बताया जा रहा है कि होटल के स्टाफ ने तुरंत दमकल विभाग को इस बारे में जानकारी दी. फिलहाल आग लगने के कारणों का पता लगाया जा रहा है. जांच की जा रही है कि आखिर किन कारणों से आग इतनी भड़क गई. जांच के बाद ही मामले की तस्वीर साफ हो पाएगी. उधर, उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने लखनऊ के लेवाना होटल में लगी आग का संज्ञान लिया. मुख्यमंत्री ने जिला प्रशासन के अधिकारियों को घायलों का समुचित उपचार कराने के निर्देश दिए हैं. इसके साथ ही जिलाधिकारी और पुलिस के वरिष्ठ अधिकारियों को मौके पर तत्काल पहुंचने और राहत- बचाव कार्य में तेजी लाने के निर्देश दिए है. यूपी के डिप्टी सीएम ब्रजेश पाठक ने लेवाना होटल अग्निकांड पर बयान दिया है. उन्होंने कहा है कि ये घटना कैसे हुई है, इसकी जांच होगी.

Lucknow – Chief Minister Yogi Adityanath asserted on Wednesday that the ‘image’ of Uttar Pradesh has completely transformed and the state’s law and order has become a ‘model’ for the rest of the country and the world. UP has set an example in front of the country in establishing law and order,” the CM said, adding that, the biggest challenge, however, is to move away from the methods of British Police and create a different image of UP Police. “The policemen must show sensitivity towards common people”, he remarked. The CM said this while inaugurating virtually 144 residential / non-residential buildings, including hostels, barracks, police stations and chowkis, built at the cost of Rs 260 crore for the Police Department at an event organised in Lok Bhawan. “Five years back, Uttar Pradesh was considered a BIMARU state. There was no thinking of development and the law and order situation was worse. There was a sense of insecurity among businessmen, women, farmers and labourers in the state,” said Yogi. The CM further said that after taking the charge of the state on March 19, 2017, the first thing he did was to inspect the Home Department on March 20, adding that he was baffled to see the mismanagement prevailing in the department. “There was also lack of police personnel in the state as 54 companies of the Pradeshik Armed Constabulary (PAC) had been disbanded. At that crucial juncture, we recruited more than 1.62 lakh policemen maintaining utmost transparency,” said the CM, pointing out that the capacity of the training centres has been enhanced and steps have also been taken to modernise the police force. Stressing the need to keep up with the pace of the world, the CM insisted on constituting the world’s largest police force in Uttar Pradesh. “We are constantly making efforts towards modernisation of the police force in the state. Cyber labs have been established in 18 zonal headquarters for the first time. Efforts were made to set up forensic science labs. Today, the number of FSLs has gone up from 4 to 12. In addition, a Special Security Force was constituted”, CM Yogi remarked. Furthermore, Four ATS battalions were raised while three women battalions were formed in the state, CM Yogi said, adding that three battalions of SDRF were also formed. Meanwhile, Project of safety and CCTN were implemented in the state. Lauding the efforts of the UP Police, the Chief Minister said that for the first time in the history of the country, law and order became an issue in the elections. He said that the Government got public support and votes due to better law and order. Highlighting that the state has become a top destination for investors, the CM said that Uttar Pradesh has received investments worth Rs 4 lakh crore due to the improved law and order situation. The state has also set an example before the country by removing unnecessary loudspeakers installed at religious sites, or reducing their volumes across the state quietly with harmony. The Chief Minister said that the Police had also shut down illegal bus and taxi stands running in the state and people felt much safer and fearless in the state now while on the contrary, criminals were panicky. Maintaining that for the first time any government focused on providing infrastructure facilities to the Police Department, the CM said, “There were no barracks earlier. I did a surprise inspection of the Lucknow Police Lines and noticed there were no barracks. The living condition for the ‘jawans’ was wery poor. So, to strengthen the policing system and provide a better living conditions for police personnel, in a meeting with the Home Department, a fund of Rs 6000 crore was provided immediately for the department to improve its infrastructure facilities.” The CM asserted that they will be successful in modernising the UP Police force. “Construction of new buildings, barracks, police stations and hostels will not only strengthen the policing system, but also be beneficial to police personnel and improve their living conditions. It is part of the modernisation drive for our police force.” CM remarked furher, “Technology is necessary, but with technology our sensitivity towards humans should not disappear. We should not remain imprisoned in technology. Colonial methods in terms of infrastructure and uniform still dominate the Indian Police. We must work towards changing the image of UP Police.” Mentioning his recent interaction with the CBSE board topper from Shamli, he said, “even such a young girl praised the law and order situation in the state and said that girls are no more afraid of leaving their homes after the sunset.” Yogi said that the biggest challenge in front of the young generation is drug addiction. Now a massive campaign is being run against drug dealers because it is a crime against the nation. Uttar Pradesh will emerge as a ‘model’ in terms of biofuel production: CM

Lucknow – In a high-level meeting on Sunday, Chief Minister Yogi Adityanath has given instructions to authorities to prepare a bio-energy policy, emphasising the need to promote bio-fuel production in the state- Prepare an action plan to set up biofuel plants in every district, says Yogi Prepare state’s new bio-energy policy in a time-bound manner with extensive consultation: CM Biofuel will help meet our energy needs and aid in generating additional income & employment: CM As per the vision of PM Modi, our efforts to promote bio-energy projects like Compressed Biogas, Biocol, Ethanol and Bio-Diesel have yielded positive results. Till now production has commenced in 02 units of Biocol while 01 unit of Compressed Biogas has been completed in the month of June. We have to develop the biomass supply chain for future needs. There is a need to promote the use of biofuels in the field of energy and transportation. Biomass pellets should be used in power generation plants. Concerted efforts are needed in this direction. Promoting biofuels will be helpful in reducing dependence on crude oil and promoting a cleaner environment. Biofuel will not only help in meeting our energy needs, but also help in generating additional income and employment. The use of biofuel will reduce carbon emissions. Today, the whole world is worried regarding this. In such a situation, Uttar Pradesh has an opportunity to present a model. A new bio-energy policy should be formulated to make Uttar Pradesh a leading state in this field full of immense potential. Efforts should be made to achieve the target of producing 500 tonnes of CBG per day of compressed gas in the next 5 years. In this way, we will be able to achieve the target of producing 1.5 lakh tonnes per annum. Similarly, the target of 2000-2000 tonnes per day for biocol, biodiesel and bioethanol should be worked out. All necessary support including easy availability of land, and capital subsidy will be provided to the investing companies in this sector. The industry must be consulted while formulating a new bio-energy policy. Understand the needs of the investing entities/companies. Taking the opinion of all the parties, a new policy should be prepared after comprehensive consultation. We will have to make special efforts for a permanent solution to the environmental challenges arising from stubble burning. This issue should be taken care of in the new policy.
